I think she means for scammed items/accounts. And items that you lended out and never got returned. I'm sure items on banned accounts stay on those accounts themselves unless someone else owned that item, then if they make a ticket they would go through the process of getting the item back to that person, for a fee. Or probably the amount of zeny the item was worth. Idk.

Correct... If YOU are banned, YOUR items are locked on the account. I was referring to different cases, such as if you lent people your items and they betrayed you.
Laven, you were on that other IP for more than a week, logging onto a variety of your different accounts. The account was completely linked to you. That's like saying we shouldn't punish someone who goes to an internet cafe to pull a bunch of crap on someone.
If you go stay at a hotel for a week, does that mean you own it? If you go visit your parents for a week, does that mean you own their house? What about if you go on a cruise ship for a weekend? Can you kick the captain off his boat? What if I forward my domain to a web hosts DNS? Does it make the web host my property? How about I visit your web site on and off for a week? Then it certainly belongs to me, right? I surely hope you don't let your kids(If you have any) visit their grandparents for a week. You might find out that since they were there that long that you've lost custody of your kids.

I'm sorry, but I don't really understand what your point is? If you decide to share your account information with someone who's going on a cruise and they decide to not on your account, you take responsibility for their actions as well.
We have a few other ways to identify people, I'm just not stating what they are. It's all pretty simple and common sense though. Maybe we should implement something that occasionally takes photos of whoever is playing?

Honestly though, we haven't had any issues with simply using an IP to help identify people and what accounts they're using. So what if we also logged additional information like Mac addresses or computer ID? Who is to say someone won't just use their brothers computer and then state, "No it was really my brother!! D: "
