i'm new to this server and i can't find the job changer anywhere. where is it?

Go to Alberta, and walk straight up all the way to the wall. You'll see a line of NPCs, the job changer is one of them.

There's also another in Prontera, the south-west building in the Prontera Circle (where the Fountain is).
