Dispell also dispells potions, so I'd say yes. But I didn't try.

But I can tell you one thing. Stat Food WAS NOT removed by Dispel or any effect except death in A'egis.

Now, I dunno. Everything's different. HP Card doesn't remove FCP, Dispel DOES remove Warm Wind. ;_;
