2:18 is  12:18 PST  which fits in the first time zone out of the 4 available

12 AM - 3 AM PST
6 AM - 9 AM PST
12 PM - 3 PM PST
6 PM - 9 PM PST

Ur time is Pacific time?
Server time = CT time
So you probably have to go at 12PM PST

Errr my time is actually GMT + 5:30
but for the quest server time is considered right? So it should have worked at 2:18 CST server time O.o

iirc, you can just memo on moscovia dungeon (at cave entrance).
You may ask someone who has it.
