There is no minimum dex to use a berze card.

What we need from you:

Class of character
What build that character is using

The class is wizard.

You can never achieve insta-cast with berz on a wizard with dex.
The only way to get insta-cast with a berz is with the clown skill bragi.
If it is a Wizard, the I suggest berz gloves, since you need the faster cast you can get.

you wont get instant cast with cast reduction gears, only sader/pally can get IC through cast reduction. wiz need 150 dex, you can obtain by getting:

kaho (+20 dex); double sting gloves (+10 dex); stem muffler (+5 dex); gargoyle shoes (+5 dex); dex type survivors rod [drops] (+4 dex); + dex from job bonus + 99 base dex = instant cast (150 dex)

If it is a Wizard, the I suggest berz gloves, since you need the faster cast you can get.

dex doesnt stack with cast reduction gears, so useless. plus sting gloves are cheaper and will do the same thing
Spoiler for ign:
Kurip - HP (99/70)
Akyu - prof (99/6*)
Sanri - HP (99/70)
mesousa - baby sage (99/50)
ruyuri - gypsy (in progress)

At lower amounts of dex berz > stings.
Also even though they don't stack, 80 dex with two berz > two berz

I think the formula is

1st theory:

Casting time = [Casting time - (Casting time x ((DEX/1.5)/100))] - ([Casting time - (Casting time x ((DEX/1.5)/100))] x Reduce Casting Card/100)

Explaination: Let say casting time is 10 sec. First it is reduced by DEX. Then it is reduced again by Reduce Casting Card. I calculated the other way, first reduced by Reduce Casting Card then by DEX. It's still same.

2nd theory:

Casting time = [Casting time - (Casting time x (((DEX/1.5) + Reduce Casting Card)/100))]

Explaination: Let say casting time is 10 sec. Then casting time is reduced by DEX + Reduce Casting Card.

I think the 2nd theory is not correct because the result is very to much.

Easier to understand equation:

Casting time = Base casting time * ((150 - your dex)/150) *  ((100 - you cast time reduction)/100)

Dex is applied first, then cast reduction.
As in some areas, having stings > berz

It doesn't really matter what is applied first in code because they come out to be the same speed.

It is good, because cast reductions stack with each other.
