So going by that topic, all I had to do was extract those files into my data folder... But that doesn't cut it. Does anyone know how I can make the Sakura trees and whatnot appear in my game D:?

The GMs disabled data folder reading in the client, so that doesn't work anymore. You could always edit your GRF, but that's a bit much work. Usually Gravity patches their Sakray with seasonal updates, but seeing that the Sakray update server is closed and they moved to Renewal, that won't work anymore either. You could try to download the Renewal files and make the client read the rdata.grf, but no idea if that works here.

how to install:
1 - download http://www.mediafire.com/download.php?yhmyytydkij
2 - Paste/move the file to your RO folder (C:\program files\gravity\RO\)
3 - Open your DATA.INI file (on the same folder) and edit it to

[data]
0=sakurapatch.grf
1=adata.grf
2=sdata.grf
3=data.grf
