Whisper card requirement in Sherwood

Sherwood

Weight 150, ATK 130, Range + 9, +5 Agility
Allows use of Improve concentration lvl 10
Add a 7% chance to auto cast level 3 Critical Wounds on the
target while dealing physical damage.
(Critical wounds decreases heal/healing item value of target by 60% for 30 seconds)
Decrease damage from all targets by 3*Refine Rate%.

Requirements:

1 Rougemaster's Bow
1 Arbalest [2]
1 Whisper Card
2 Young Twig
300 Barren Trunk
300 Fine-grained Trunk
300 Solid Trunk
200 Thin Trunk
100 Olivite
150,000,000 Zeny

Whisper: [Garment] Flee Rate + 20. Increase damage from Ghost Property attacks by 50%.

Why is there a Whisper card requirement on Sherwood when the bow doesn't even get a Flee buff. Won't Anolian card be a better choice?

Anolian card: [Armour] Add a 3% chance of auto casting Level 1 Attention Concentrate on the user when the user receives Physical Damage. If the user has mastered the skill at Level 10, it will cast Level 10 Attention Concentrate.

What do you mean no flee buff, improve concentration increases agi and it has an agi buff on it. That's as much of a flee buff as they need.

I meant a flat Flee buff.

Anolian card gives lvl10 AC proc chance, therefore it's more suitable for Sherwood than Whisper card.
