i've heard talk of it but where exactly is it?

It is in Payon City, up north near the place (a bit east from the palace)

He means the npc that sells grape juice im pretty sure, not the one that makes it.
It's in Amatsu City.
Warp in and go south its in that general direction, in a big group of npcs that sell random stuff like meat etc.

and making them in this case wud be cheaper anyway
