Skill Description from RMS: Increases Attack Power, MATK and DEF against Dragon type monsters by 4% per SkillLV. Also passively increases your INT depending on SkillLV.

It says at level 5, it will increase my INT by +3.

Is this passive all the time or just against dragon-type enemies?
