Gusli no work T.T

I'm in moscovia and mmy gusli wont bring me to the dungeon.  I walked near the guy with the boat and nothing happened.
There was another guy there saying that the guy wont bring him to the island where you get the gusli.

Wat's wrong?

That dungeon opens between time windows. Its better to use the warp.
