Is there a banned list?

One of my friend saided that her account was banned without knowing what rule she break, and i guess is a ip banned cause she cant get on forum to find out about the information. So i was wonder if there is such thing as a list of ppl who have been banned and the reason why they are banned?
If there is such a thing please tell me where i can find it, i have try searching it but dont work.

If she is banned from the forum, there should be a reason box that shows up on her screen when she tries to log in.

There is no ban list for public viewing.
