A second Evil Wing Ear/Angel Wing Ear NPC?

I once discovered an NPC SOMEWHERE that will make you Evil Wing Ears if you bring him one Evil Wing Headband and 99 (or 999, can't remember) Little Evil Wings. He also did Angel Wing Ears for one Angel Wing Headband and 99 (or 999) False Angel Wings or whatever they are.

However, for the life of me I can't remember where it is! And all I've seen on the forums is about the NPC in Yuno which takes one Evil Wing Headband and Elven Ears, or the NPC in Prontera that slots them for you.

Has no-one else ever seen this NPC that I found months ago? And if so, where is he again?
I thought he was in Alberta, but I couldn't find him when I looked. Anyone know? 0.0;

no the only thing you can make them sloted. buy evil wing ears

• and evil wing[0] and you take them to NPC and make them sloted. but you can't use false angel wing to make angel wing.
