how do you start it ;~; it wont let me on the airship

Talk to an Agent anywhere. I believe there's one in Prontera, near the guild friendship statue, In Alde, near the Clock tower,
and someplace in morroc. They'll tell you to head to the prontera Sanctuary, and from there you basically follow the guide.

Cant find the agent...

found satan morroc agent but not nameless island agent. can anyone  post a SS or exact coordinations??

you skip that step and talk to the archer girl on veins instead (northwest corner of the map)
