Attempt to scam is punishable/reportable?

So I just ran into this kid trying to sell me ads for 1.5mil, while my chat clearly said 1.1mil per Ads.
I said I wouldn't go over 1.1, and he said "ok 1.1 deal me" right after that, which started out rather suspicious.

So I dealed him, showed him the zeny, gave him my forum name + ID and clicked on "Ok"
Then he started to spam "accept." "deal me." "standard procedure is u pay 1st" blablabla, whatever other crap he said.
When I declined he canceled the deal and started to PM me with other bullshit about me being a noob and not knowing how aRO works, wat? :[

That being said~
It is obvious he tried to scam me. But is it reportable (since in fact he hasn't done anything yet)?

he didnt do anything just some people preffer to get the money before giving the ad etc

same thing goes with selling accounts its all about trust

No, unless he was harrassing you after canceling and you told him to stop PMing and then proceeded to block him. Then if if he still found a way to PM you then it's reportable.

When I /ex'd him he started going in and out my chatroom, saying "LOL" and whatnot. (Nothing big, though.)

What class was this player as well if he looked decently geared and leveled then he was just being cautious .

Players catch on that Selling ads right now is farely worth it now considering people will pay up to almost 1.5mil each
so as soon as they get 1 ad they will try to sell that while i was buying ads in bulk i ran into a lot of people trying to sell me 1-3 ads each player

actuall there was a rule before saying that IG trades should be done first before forum trades

cause is easier to trace IG scams than forum ones

if he was high lvl or a trans you should have been ok with screen shots

below 80 I think is a scam

He was a blacksmith, low level, poorly geared (I think he used a flu mask and a bone helm? o.o), bad grammar, etc. ;P
Nothing really suspicious for a Merchant class, though. Cough... my vendor also goes around naked.

I always buy Ads with my 99/70 Champ and I say either you send it first, or no deal.  If they say: No, you noob.  I say: Kthxbai.
