Its been here for quite a while, well, ever since I started it was already there anyway, about 8 Months to 1 year ago.
Anyway, this headgear is vended really often in Prontera, go to where the Novice Shop is in Prontera, then theres a Madhatter there, a vender alchemist. She has this headgear vended over and over again

Well Gms turned me down to change this into a kaho  

so i was wondering why they wouldnt if its in item shop

Well thats why its odd that if this headgear is and has been around yet its a non existing customization? Thats just odd
