Ther's a number of things which can help you not get scammed.
Like..
Make the seller show you the char before you do anything.
Take screenshots.
Only buy from people who already have high level char, or generaly look rich. (They have more to lose if they do scam you.)
Dont fall for that S> 99 Bio for 3m.
Make the seller tell you the acccount name of the char, and go test if it works. ( You wont have the pass yet, but you can check if the account is there. )
Not alot of people really scam with these things. I bought like 20 accounts so far.
