I'm trying to do the Thor Volcano Base Quest to get to Namless Island, I just finished the Veins Siblings Quest and High Priest Zhed wont start the new quest dialogue.

skip that step, i think thats the step were you talk to a kid in north of veins

You don't need to complete that quest to go Nameless Island, do this one instead http://irowiki.org/wiki/Nameless_Island_Entrance_Quest .

For the first step, instead of finding the agent on Airship, look for the Archer girl shown in balam's post.

I thought you just used that NPC to skip the Gae Bolg Quest. >.>
