About Kooley's ksing and looting

Why do the GMs need proof or more proof of Kooley's actions in game when he blatantly admits to them constantly and doesn't defend against such accusations in reports about him?  Why not just ban him all together for good?

Because then, it'd be treating Kooley different than everyone else, rather than following the same protocol as everyone else. Would be kind of unfair I guess.

When someone incriminates them self and knows that they are doing it, you don't need to wait for more evidence.
