Chepet Card

I can't tell whether it would be more appropriate to ask this here or in mechanics & strats.
I randomly got a chepet card on my way out of TF yesterday and the description seems odd to me. It says it has a random chance of casting level 5 heal on the enemy when attacking. Does it really cast heal on the enemy (basically, is it really just for fighting undead things)?
If so, price-check?

It is an anti-undead card pretty much.
Aside from that, I guess you can use it if you want to heal allies in PvP.
It has pretty limited use.

In terms of price, I can't give you definite value.
