i think the reason there are such few new posts is that the new people who come to the forums are discouraged to do so when a lot of  these "vets" seem to be in this clique (sorry if i misspelled that ) and will automatically shut that new person down as redhairedweasel said. i'm pretty new to the forums and i mainly see that divide amongst the people. so there is a lot of people in the forums but not many who dare make a post only to have a high chance of being flamed for it.

how are people scared of being flamed?... and you spelled clique correctly btw... when i first started out i asked a billion questions on the forums... and i got flamed for some and some were helpful (Razerman, Shane etc) and i feel like people just gotta go out and do what they gotta do instead of being scared for what they think might happen... cuz its getting boring lol
I'm not re-inventing the wheel.  I'm just trying to put rims on it.

well maybe scared isn't the right word, its more of a feeling of not wanting to have to go through multiple replies of people saying "lol what a fucking dumb noob" until someone actually responds to the actual post and discusses things. i think in essence the only thing that is failing is just the overall attitude people have towards each other.  I'm not stating that all people are assholes but we can all do better to understand one another in this forum and server. i feel that's the main reason so many people are hesitant to try things here.

The type of question also affects the amount of flamming.
Ex: "When will my support ticket be answered? It's been over 2 days. I want my gears back. If I don't I will quit this game" etc.
Those types of question will obviously draw flammers.

Sometimes the grammer also affects the flamming.
Ex: 'y did dis guy ks me? plz gms do somethin. plz dis guy deserves it" etc.
It's obvious what flammers would pick at.

Of course part of the reason is how some vets treat new players on this server.

Linmawana is a good example of it, (s)he gives suggestions and often get discouraged by vets who hate the idea. People gotta learn the difference between critics and calling someone retarded for giving a bad suggestion .__.

let's face it the gap between noobs are vets is pretty big (i mean huge)  a lot of noobs(including me who posts only to ask questions and crap) are not posting because maybe:
A. dont know how to use the forums.
B. as Demogordon said afraid that the "vets" will lower our self esteem(callings us dumbass, dumb noob etc.)
C. the forums is kinda not noob friendly all vets know each other we noobs r kinda umm whats the word isolated or cant relate?
D. or we r too busy to play rather than sit and type at forums. (u dont see a lot of noob trolls, they r all playing the game trying to get better or begging for items or zeny)

Spoiler for A good lesson:

You are extremely lucky you can even stay here thus far. And when Varis comes online in the morn, I can guarantee that a banhammer would bring its righteous judgement upon heathens such as you.

In fact, they sounded pretty random, but oh well, the intention is what counts I guess. Some ideas weren't really badl, I mean, like this one: http://www.anthemro.com/forums/index.php/topic,68820.0.html
Some people agreed with him(her). Face It, some vets do discourage new players that doesn't know alot about aRO .____.
I would give you more examples if I could remember, bad memory.

He had to edit it alot of times to make sense out of it. He got the final idea from other people in the thread.

lol. so theres a lot of people on the forums, but how many people post new posts and stuff... i still feel like there are never any new posts anymore
Ignore June since we're only slightly over a third of the way through it, but compare the previous months to each other.

There is certainly an obvious decline in number of new topics made from one month to the next, but that's to be expected considering topics don't need to be created multiple times, so once a thread has been created, there's no need to see it again (sure, it happens, but this will still lessen the number of new threads over time).

Also, the decline in new topics is far more drastic than the decline in new posts, which hasn't really declined too severely (only about a 10% decrease instead of a 30-40% decrease that we see in new topics), which also helps illustrate my first point. Activity has only declined a little; there's just not as much new stuff to post since things can only be new once, and after that there's no point in repeating it.

So, yeah, there's decline, but hardly enough to be so drastic as to say the forum is dying.
