Elemental Ore Converter NPC in Amatsu Palace Missing?

We don't have the Alchemist Laspuchin Gregory NPC in this server? He's not inside the palace at Amatsu.  :'(

You mean to make oridecon and elunium? If so, the guy is in the Prontera Refinement shop

If this is the same NPC that changes elemental ores that looks like an alchemist, then apparently not because I had no luck with finding him where he should be and know that he should be at that spot, too.
