Yes, just sign up to paypal.com using whatever E-Mail and password you want,
However if you're using someone elses card or what not, obviously agree it with them.
Sign up, and you have to confirm alot of details otherwise paypal will send any transaction back and it wont get processed.
the setting up of the credit card is easy, but may take awhile to confirm everything else, for example, for me to confirm my card, they took out two small payments from my account and i had to enter these small payments into paypal.com and then had to wait for them to confirm it.
It may take awhile but it's not to hard !
