You need all the Ingredients, and the zeny, then go to the Arena, kill off MVP's, and get access. :3

Wrong section, should have been in General Questions (GQ)
SQI can be accessed via the SQI arena which you can access by collecting 4 seals from various MVP monsters.
You have to enter the arena with 5 partymates and beat several MVPs one by one within a time limit of 10 minutes.
After you beat the MVPs you can save inside the SQI NPc hall and talk to your npc to make your own SQI.
