How to change into Taekwon Kid?

I can't find the NPC for the job change. From what I've seen online it should be a guy named Pheonix located near the center of Payon, but I can't find him in this server. Am I looking in the wrong place

Go to prontera, walk up and when you reach the fountain, enter the building on the bottom left, once you are in there talk to the lady at the enterance, she will show you a list of classes you can change into.
