Where can i find the Socket Enchant NPC?

Not true, it's an excellent device. The GMs just haven't gotten to install it and balance it.

it would be nice if the balance is good

by balance do you mean not to allow slotting of items that cant be normally found slotted (like Ice Pick or Combat Knife)

i dont think there is a slotted CK....(although theres refined CK )

i read something on the slotting npc, it's pretty pimp. like even katar of raging blaze can get like 2 slots i think it was, but yeah there's fee and like %chance of success. i'll have to go check it out again. but i've played another mmo (not RO at all) that had a slotting npc and as long as it's balanced it does make things a bit interesting, def allowed alot more player customization. but the slotting process wasn't exactly easy

Slotting NPC is already balanced because it's suck a low chance for it to happen.  Almost as hard as getting a card from a monster drop.
