is an unranked 10+VVS stronger than a ranked 7+VVS?

I believe Ranking has nothing to do increased damage
So the +10 is always better

It is my belief, and do not quote me 100% on this, that the +10 VVS Non-Ranked would be slightly better, not sure in how much more damage better.

Being ranked adds +10 more piercing damage, which isn't all that great.
