Depends, but usually making is cheaper since nobody would bother to sell it for a lower price than it costed them to make it (usually if you're selling you're trying to make a profit... unless you just want some fast money, in which case buying is cheaper).
On the other hand, buying it is easier than collecting all the ingreds and shiz.
