Max atk speed on a BS/WS without Dxxx?

i think it can be done by pumping agi... but its a waste of stats

Im sure it can, I had long ago like 187 atk speed and didnt even fully stat agi to its max.

Yes, but you are going to need around 172 Agi (Dex helps, of course, by a little, you still need 170ish Agi anyways) to reach 190 Aspd without a single Doppel. This is assumed that you are using Berserk Potion, Adrenaline Rush, and an One-handed Axe.

Spoiler for Calculus:

Aspd = 200 - (A*B) = 190 <- As you wanted.

A = (250-X-(Y/4))*(200-Aspd Base)/250 <- Formula for A(Delay).

B = 1 - Speedmodifier <- Formula for B(DelayDecrease).

Speedmodifier = 1-(0.3+0.2) = 0.5   0.3 and 0.2 are Adrenaline Rush and Berserk Potion, respectively.

A = (200-190)/B = 20 <- So to reach 190 Aspd with the given conditions, we need A to be 20.

[250 - X - (Y/4)]*(200-135)/250 = 20  X and Y stand for Agi and Dex points, respectively. 135 is just the Aspd you get with an One-handed Axe initially, without any Agi and Dex.

I dont know whats your Agi and Dex, so you have to plug in the numbers yourself.

i think it is possible to get 190aspd without Dopp card, u put in more agi and dex. which dex also help abit in ur's attack. And maybe find the max agi gears you can use....but not all, bs/ws still need def more..
