Names with fewer than 4 characters?

Are we really allowed to name change to something fewer than four characters long?
So far I've seen two players with names that were only three, and seeing one of them just now has really got me curious.

I know it kills some ads, but... seriously?
I double-check the name to make sure I'm not seeing anything, but unless there's an invisible character, I'm sure their names are only three.
Is that how they got them?  Spend credit?
It's okay to do?

I believe so. Just like we cant enter the square brackets [ ] for name, but through name change service they can have that.
