Nameless ISland Quest?

i cant seem to find at the forums if this had been posted before.. so, here goes my question, Do we need to do the Veins Sibling Quest to activate the Nameless island quest? or is it still not available?

4 - to start to nameless quest, you go talk to one npc on top-left corner of veins, its one archer named aru (i think shes named aru, even if she isnt wtv, just talk to her)

about the this part On the first floor (lower level) of the Comodo Casino you'll see an "Ordinary Man". After talking to him he will pull you aside to talk. Talk to him once more, and he'll ask you to return to Father Bamph.
 the ordinary just say is lost the money is not take to no place !!
