WS upgrading Question?

i know that WS can upgrade weapon, but can they upgrade headgear and other as well or i have to use the NPC for upgrading these (head, armor, shoe...)?

What are the chance?

the skills name is pretty sugestive, you can only upgrade weapons with it  ~nyo^^

Weapon & Armor Refine Success Rates

A job lv. 70 Whitesmith has 10% more success rate than the NPC when using Weapon Refine skill, but that is only for Weapons. For Armors the rate is same for every job.
