Pharmacy Failing

I have all the required items, but when I go to use Pharmacy to create condensed potions, I keep getting skill failed after my Alchemist rank went up. :/ Why can't I create any more potions?

It needs medicine bowls? I thought it just needed Red Pots, Cactus Needles, and Test Tubes?
