Anybody know where the bao bao npc is? :O

The npc called Ziq , on a few sites it said hes in Alberta i looked all in alberta but i cant find it :(
does anybody know where the bao bao npc is?

I believe it's the hat NPC right at the cross roads where the old spawn for Alberta was.

thanks i just found out the headgear has a other name in that npc
