is there a way to make a critical ring?

i know a while back on this server, there was a quest for making critical rings.  does any1 know where to get the quest and what items is needed?

yes, its in bottom right corner of pront job agency

i think its
soldier skele card
ring[0]
200k


btw...s>crit ring 1.8m :D (thats about how much it takes to make)
