Can a theif class steal a card with the steal skill?

Someone told me it was impossible because .03% makes the steal sill obsolete. 
But I know I've stolen a .06% item before.
Can someone tell me if they've ever stolen a card on a theif, sin, sinx, rogue or stalker?

i thought it was everything except the last 2 items on the "drop list" (includes a card)
droplist is rododdler somewhere?
