If I understod correctly, all monsters have 7 item slots (or was it 9) I can't remember...
It's just the mechanics of the game really...

You can steal everything except the last 2 items. That's usually the card and a gear.

So, yeah, I think Dutchy is right in that you can't steal them.

is that 1/1/1 rates or is it 5/5/3 like anthem is cuz i have a feeling that the acutal rate has an affect on the steal.  Using that it says cards are not stealable, but if the drop rate has an affect and its set at 1/1/1 it might have a .001% chance which, in my eyes, is still a chance

Good question.  Never thought about it, but it seemed to hold up pretty well in Aro when stealing things. I can't remember ever stealing a card, despite using auto steal on probably thousands of myst cases though. @_@

I have heard that the cards are Locked so you can't steal them

weird thing is..some RO databases have different "orders" of drop items.
but usually the card is one of the last 2 items

i think its only the last item... i was looking through that steal rate thingy posted earlier and the only thing that doesnt get stolen is cards... the second to the last was on the list... just super SUPER low rate
