Could you answer these questions:

• When exactly do you get this error?
• What is the version of your Anthem.dll (it should be in your RO folder)?
• What is the size of your sdata.grf which also is in your RO folder?

i get these errors shortly after i log in mainly in prontera or around alot of people
version 1.1.7.3
sdata.grf is 1.09 GB (1,180,119,492 bytes)

ive done that the sakray wont fully update so i updated alternative is that bad?
i re-downloaded and installed the game and its giving me a slightly different error
and this one is fatal!!!

can you think of anything that may be preventing me from getting this data?

fully updated my sakray and alternative sakray ive updated my anthem patch ive even tried the anthem cleaner nothing works
ive no idea what to do

Either that  instead of starting over, just go here: ftp://ragnarok.nefficient.co.kr/pub/ragnarok/SakPatch/ 
 and find what file your stopping on or maybe it'll find what your maybe missing see if it can find  a patch for sakray and manual d/l it and then stick it in the main RO folder and then restart sakray, and repeat process for what files it stops on . I think that might help, may have a corrupt sakray file somewhere. *tries to help*
