better ask the vendor first and make an ss of the conversation. if he/she lies then you have a proof (apparently, that can be considered a scam if he tells you its changed at job 50 even if its not). after buying the account,.

Unless you take screenshots of the deal and status of the character/s you are buying in which case you can prove if you get scammed and the GMs should sort it out.
