can't sell more than 99,990,000

Why can't I sell stuff with higher price than 99,990,000? 
I thought it is happening with all vendors but I still found many vendors that can sell stuff with higher price than that.
Example when I see people sell SQI until 190m or 200m
Why only some vendors allowed to sell higher?

you can.
it just says that is the max, but the price is what you put in the box
(so it can go past 99.9m, just try it with a random item+another char/friend to check)
