Actually I found that your attack speed affects how fast you can spam items.  I noticed in niff, you can't spam meat as fast when you don't have your adrenaline rush buff on and therefore lower attack speed, though this does leave it open to adrenaline rush affecting it instead but I think that it is most like just the attack speed and not adrenaline rush causing that.
