HELP! Regarding Pennies

HI guys. I was trying to withdraw my earnings to make it into pennies but I am having a error message that I could not transfer pennies to a banned account? btw my earning is only $4.17 and planned to withdraw $4 only to my ro account. Please someone help me how to do this. I already did this before and I didnt encountered any problems. thanks in advance guys

..its simple..you cant move money to a banned account.  why would u wana do that when u cant even use it cuz its banned?
