its suposed to change your weapon property to shadow for a limited time when used,u'd get a buff thingy like aspersio or not sure on the time, however people say it doesnt work on our server yet, not sure if it works on the test server or if it'll work after the update tough ~nyo^^

The reason is because Pocket endows are just wrong.

No, just Earth, Fire, Wind, Water.
Sages/Scholars can still use the converters, too, though.

It was disabled, along with elemental converters, for some reason that the GM's have.

pvp/woe became a bit more balanced and GR whoreing whent down the tubes alot of players complaned that they didnt have ultimate pwn all hax skills anymore, and insted of forcing people to lern how to play better the former GM's just nerfed the water for all players and elemental converters for all exsept sage classes.

In my mind it was because harken/debs saw a drop in proffits and that didnt fly well at all, Current GM's wont change things back cause players are used to the current play style and it would *rock the boat* to much.
Spoiler for What happens when I'm bord??:

Meh, I think it still works. I'll test it later. I remember it works, just not everytime, I have a few (in the 100s lol) so I'll test it, I had no clue it was disabled. :x

If it was to encourage people playing with others, things would be different. There are whole class skills being made useless/pointless because of the current situation of the server. I mean, who even needs parties anymore amirite? It's not like having a bard+sin/wiz was an awesome combo once upon a time. /sigh
