Not unless your a sniper/hunter you wont get near IC without a kaho.

Instant cast is possible on a Supernovice without a kaho :]

If you include Sqis (making the no-kaho idea go from finacial reasons to gear reasons) many classes can more than make up for the no kahos
And as it stands, if you wanted a biochemist could reach 150 dex with something like 30 base dex .

Box of gloom 4-5 (depends on what dex you end up adding)
all that is 120 dex
150-120= 30 base dex you need.
You could toss in rocker valk if you wanted, and guild leader AOE buffs.. but that's alot to depend on lol.

Nope, Even a paladin couldn't get IC that way since they would be on 98% cast reduction which the kaho could be replaced by a CTM/DI headgear to get 100%.

It's either 150 dex or 100% cast reduction, you can't mix them together and get IC.

It would be close to IC but unless you have either 100% cast reduction  or 150 dex it's not exactly IC.
