The length of freeze depends on a number of different factors.
-Frozen person's stats
-Level of spell that caused the freeze
-whether the person is wearing anti-freeze armor or not.

I think paypal is up on the server.

You can get somone frozen Via the spells Frost diver, Frost nova, Storm gust, or frost joker.
You can even freeze them if they hit you while you are wearing freeze armor(sorry, dont know which card >_<) or if you hit them with a weapon containing marina cards, or by using an ice falchion.

Don't forget Ice Katar.

And the stats that would effect how long you would be frozen would be the base of mdef. If you get a really, really high mdef, the frozen status will only last less than 1 second.

I know this is not one of your question but I just want to add that wearing undead armor (evil druid) will prevent from being frozen.
