the npc for sqi , u can only gain access to them after passing the sqi arena
tth npc to warp to the sqi arena is in yuno
ull need 4 seals in order to enter the arena and in the arena ull need to kill 10 mvp in a given time

and yeah the ingredients for sqi can be obtain in the link posted b4

btw 1 char can only create one sqi
