a priest kept teleporting me to a close place? is there any punishment for that?
Its like an inproper use and abuse of skill or something?
What if a player stuck in that place and forgot to buy flywing or Buterfly wing?
Can we just tolerate this kind of action?

If they warp you to a lose exp map or if you happen to get stuck somewhere.. take an SS and maybe they can do something about it.. not sure though

Well, if it's not in PVP, it's punishable. You're not supposed to warp someone to a place they don't want to go to without their permission.

However, if the warp was in PVP, yeah, only punishable if it's an EXP loss map.

Creating warps to unpathable tiles is illegal, as long as your screenshots show sufficient proof he created the warp portal and that the warp lead to an unpathable tile you would have a case.

if it's in comodo, it's not unpathable. Move your mouse around and you'll be able to get out.

Most the time this works, although last time it happened to me ages ago it didn't.

On a related note:

Please be aware that if you /memo unpathable tiles, you are doing so at your own risk.  Should the use of your warp come into question, your warps will be wiped.
