Where is this thing located. I heard Yuno, but I searched for like an hour. In and outside of buildings. =/

Evil Wing + unslotted Elven Ears. The NPC is in Yuno. You have to go right then back down into this house.

Thanks it helped some, was a nice starting point. I eventually found the guy, and he was outdoors (not indoors like people said), and was actually quite off the beaten path. Ah wells.
