What NPC Makes Cyclops Visor [1]?

Say I have cyclops eyes, how do i make the visor?

I'm not sure, but... weren't there some Mid-Headgear Quest NPCs added lately? I recall a NPC in Hugel, asking me for a Cyclop's Eye, or something like this. Not too sure though. x_x

a bunch of cursed rubies (2000)
cyclops eyes
some gold (5)
golden mace

the garnets are hard to collect, the only thing i miss for mine
