You just answered your own question  . If an account is banned, all the characters and items in that account is banned as well and cannot be paid to get it back. Unless...(I'm not sure on this one) the case was you lent some of your items to a friend, who got his account banned, you might be able to send in a support ticket for an item recovery.

IIRC, a certain % of the exp you gain goes to the guild.
