Not sure why, the NPC says he cant refine this item. Is there some way that I can get this item refined?

You need Elunium to refine armors.

Elu is short of eluminium in case you were wondering.

You also need 2k along with 1 elunium per upgrade/refinement.

You also need the item equipped to refine it.

So you have the helm equipped, you have elu and zeny, talked to antonio I think it is in payon and he says you can't upgrade it still?

Try antonio in payon, i dont think it will make a difference though.

1. you're prob selecting the wrong head gear slot.
2. you prob only have rough eluniums.
3. not enough zeny.
4. RO hates you.
